You can obtain a certificate from the Vespa Club without having to join.
I threw my toys out of the pram and refused to chase around anymore and sold the scooter to a collector in Germany. I think DVLA's issue is that the certificate hasn't been provided by the manufacturer. It was requested yesterday and arrived today, and all FREE of charge.
